What is NSR?  Who has initiated this?

NSR is the short name for National Skills Registry. NASSCOM has, under its overall plan for promoting the IT & ITeS industry interests (Trusted Sourcing), taken an initiative to develop NSR.  NSR will contain third party verified personal, qualification and career information of IT professionals (ITP) engaged in IT and ITeS industry in the country. ITPs register and maintain their profile on NSR and therefore they are the owner of the database. Prospective employers may view the  pre-verified resume of the ITPs if authorised by those ITPs. It is believed that this database will help enhance the recruitment practices and standards in IT and ITeS industry and in turn, help in maintaining India's global competitive advantage.

Who will be developing and maintaining NSR?

NASSCOM has engaged the services of NSDL Database Management Limited (NDML) for creating, operating and maintaining the NSR.  NDML is a subsidiary of NSDL- the first depository in India.

What are the specific benefits to subscribers ?
Subscribers will have access to details of IT Professionals containing pre-verified personal, academic and career information. Such an access will yield the following benefits to subscribers:
  • Menace of bloated resume will be eliminated as pre-verified facts are available for cross-checking;
  • Risk of engaging any employee on the basis of fake/forged documents is minimized.
  • Benefit of back ground check done by any of the NASSCOM member companies will be available to all other members of the industry.  This will save cost and time involved in having background check done.
  • Indian Industry can confidently claim higher standards of recruitment practices and retain its competitive advantage.

What details are recorded in the NSR database?

NSR database records personal, qualification and employment details of IT Professionals; details are subjected to verification by empanelled background checkers at the request of an employer or the ITP itself. All the verification results and audit trail of updations recorded by the ITP are maintained. NSR also maintains biometrics for IT Professional to ensure ITP’s uniqueness.

How does IT Professionals (ITP) join and use the system?

ITPs (already employed and freshers) will register themselves using the web-interface of NSR. Completing registration requires submission of biometrics which will be collected by “Point of Service” appointed by NDML.  Once registered, NSR will issue an unique identification number called "ITPIN" to each IT Professional.

Now ITP can access NSR and update its profile as required.

ITP can use the system to authorize prospective employers - to view its resume.

Who are these background checking entities?  How are they   empanelled?

The Empanelled Background Checkers (EBC) are the entities that will conduct verification of the resume of ITPs. These are selected jointly by NDML and NASSCOM. These EBCs follow standard verification procedures laid down for verifying the background of ITPs.

Is it necessary to avail the services of EBC ?

It is preferable that the subscribers avail the services of an EBC for ITP        background verification. EBC will conduct the verification and report the verification results according to a standard process. Verification results will be recorded by the EBC on NSR. NDML will be monitoring the performance of EBCs.

How can the subscribers use NSR?

Once registered in the system, the subscribers will have a right to appoint as many users as it may require. One of its executives may be designated as an administrator who in turn can create and manage other users in the system.  All the users nominated by it can access NSR using digital signature certificates.

All users can have view/download rights over the data relating to the current employees of the user employer.

Further, all users can view/download data of ITPs who have authorised the users to view their resume. The view will be allowed for the period specified by the ITP or 60 days which ever is less. An amount of 300 plus service tax per ITP view (any number of times during the above stated permitted period) has to be paid. Subscribers may pay an advance amount and system will keep track of usage of the system.

What are the features and facilities available to a subscriber in the NSR system?            
Following are the features that may be used by a subscriber:
  • To view and/or Download the resume (alongwith verification comments) of ITP/Employees.
  • To initiate verification of ITPs and observing verification reports.
  • In addition, the system will provide subscriber the following reports:
  • Details of userwise, Viewing/downloading of ITP/ Employees.
  • Details of verifications requested.
  • Count of Employee Linking - status wise – Linked, De linked & pending for linking.
  • Billing Statement.
  • Details of all users according to user ID, Name, Status, Functions allowed.

How many users can be given access to this system on behalf of a subscriber?

Any number of users; no restriction.  However, users can access the system only by using digital signature certificate.

Can a subscriber register details of action taken by it against an employee?
Admin User can register details of action against an employee. However, such details should be substantiated by evidence that can stand in a court of law.

If an ITP's background is not yet verified, can a subscriber get the background check done through any back ground checking entity? Who will fix the charges for such checks?

Yes. Subscriber can get the ITP resume verified by an EBC. Subscriber can select the background checker from among the empanelled entities; subscriber can decide the fields to be verified. The commercial terms may be decided between subscriber and the EBC.

We believe that the benefits of the system will accrue only if all members of NASSCOM participate in the system.  What is the initiative taken by NASSCOM in this direction?

NASSCOM has already contacted major IT and ITeS companies and it is expected that all of them will subscribe to the system. All the employees of these companies will therefore join the system. It is also contemplated that all new recruitments will require the candidate to  be registered on the system. These measures are expected to make this facility a standard practice for recruitments.

Can other NASSCOM Member companies view the data of our employees?

No. Access to ITP data is under the control of the ITP.

How does NSR ensure confidentiality of data?
Best of the available technology and sound operational features have been employed to ensure confidentiality of data. Some of these are mentioned below :
  • Self Registration by ITP. 
  • Access Control through digital signatures.
  • Firewalls / Intrusion Detection System.
  • Data Encryption.
  • Segregation of data server and web server.
  • Checks on access /modification of data.
  • Audit trail.

How will the users designated by subscriber know how to operate the system?

A user's manual is made available to all subscribers in a downloadable form on the home page of www.nationalskillsregistry.com.  This manual will guide users about the procedure they need to follow for using the system.

Can a subscriber exit the system?

Yes.   A subscriber may de-register itself whenever it so desires.

Can companies other than NASSCOM members make use of NSR ?

Companies other than NASSCOM members may be allowed to make use of NSR in consultation with NASSCOM.

How to participate in this project?  What is the procedure   and what are the associated costs?

Any member of NASSCOM is eligible to subscribe to this system and take the benefits of the project. Registration procedure is described on the website www.nationalskillsregistry.com.
 One time Registration fee is 50,000 (plus service tax as applicable). An amount of 300 plus service tax per ITP view (any number of times during the period specified by ITP or 60 days whichever is less) has to be paid.
