What is national skills registry?   At whose initiative it is implemented?

NASSCOM, which is a forum of IT and ITeS companies, has taken initiative to create, operate and maintain this national database.  This database will contain third party verified personal, qualification and career information of IT professionals. The prospective employers will be able to view the verified resume of the ITP, if authorised by the ITP.  It is believed that this database will improve recruitment practices in IT and ITeS industry and will help in maintaining India's global competitive advantage.

How is NDML related to this national database?

NASSCOM has engaged the services of NSDL Database Management Limited (NDML) for creating, operating and maintaining this database.  NDML is a subsidiary of National Securities Depository Limited- the first depository in India.

How does it benefit me?

Primarily, benefit to the IT and ITeS industry is your benefit. If the industry flourishes, all employees will also flourish. Increasingly, the foreign clients, especially, government or public bodies, are insisting on background check of an individual before recruitment. Thus, your resume will be ready for showcasing to such clients and thus better employment opportunity for you. You are aware that there are several undeserving candidates who fake their resume to grab employment opportunities.  You can prevent such people from taking away an opportunity you deserve, by being a part of this database. Your employer will save time on background check since your background check information is only a click away.  This could result in faster completion of HR processes (formalities) that depend on background check. As more and more ITPs join the database, Industry may decide to recruit only such candidates that have registered in the database. If you are already registered, you will be in a better position to avail of the new opportunities.

What details are recorded in the database?

The database records your personal, qualification and employment details and these are subjected to verification at your request / or at the request of an authorized user. Will my information remain confidential in the system?

The data is entered in to the system by you and not by any data entry agency. Your data will be checked/ verified by an empanelled background checking entity selected at your own request or by your employer. Only your current employer or any other entity specifically authorized by you can view your data.  Your data is accessible to you; only you can modify your data by authenticating such modification by using a password which has to be different from the login password. Each and every access to your resume is logged and an audit trail is maintained in the system.  All other entities that you have authorized to access your data can access it using digital signature certificate. Thus, the information provided by you will remain confidential in the system. Of course you will have to take care that you do not compromise with your password.

I am not yet employed anywhere.  Can I register myself into the database?

Yes. You can register yourself in the database.  In case you desire, you may even have your resume back ground checked.

How can I use the system?

Once you get yourself registered in the system and obtain an identification number called "ITPIN", you will be provided an access to your profile on the database. You may then use the system to authorize any entity - say prospective employer - to view your resume.  You may also view the status of your authorizations, i.e. whether the employer you have permitted to view your data has viewed your data or not. You may request for background check. The results of the background check will be registered in the database, which will enhance the value of your resume. You can modify or change your data as and when events that lead to a change in the data occur.

What is the registration procedure?

The following steps are involved in registration:

You will do a self-registration on the NDML website i.e. www.nationalskillsregistry.in or www.nationalskillsregistry.com using the icon “Register for ITPIN”. The site will guide you with the registration guidelines and inform you about the terms and conditions for usage of the database. Upon online acceptance of the terms, you are guided to register personal information. You will have to save your password and ‘hint question’ for accessing your profile.

On saving the personal information, system will allot you a acknowledgement number which you need to remember. You may complete the form in one or more sessions within a period of seven days. The acknowledgement number along with the login password will serve as login information for multiple sessions.

Keep information like roll number as given in the X class pass certificate, year of pass of your qualifying exams, employee number, etc readily available. A perusal of the form as available on www.nationalskillsregistry.com or www.nationalskillsregistry.in will give you an understanding of the data required for filling up the form.

Once the form is fully filled up, you may make the payment using your credit card on the "payment gateway". Alternatively,  you may opt to pay directly to the Point of Service (POS) appointed by NDML (List available at www.nationalskillsregistry.in or www.nationalskillsregistry.com) through cash/DD. Please read the terms and conditions carefully before you make the payment.

You need to take a print out of the form which will contain acknowledgement number, space for your photograph, signature and all the data, as entered by you. You may please review the data for mistakes (if any).

You need to approach POS along with photo proof of identity to offer your finger-prints, signature, photograph and submit the application form as a part of the registration process. It is also expected that some POS will extend its services at your company location. You may check this with your HR department.

You will get an identification card at the address specified by you in the registration form containing identification number (ITPIN), which can be used for accessing the database.  Intimation about dispatch of the card will be sent to your email id registered in the database.

Who can update or change my details? How will I know if someone wrongly updates or changes my details?

Your details can be updated/changed only by you. Such modifications can be done by authenticating the modifications with a password different than your login password.  Whenever there is a change in your details, the system will send you an alert mail at your email id registered in the database.

How much does it cost me to join and use the system?

The fees for joining the ITP are as follows:

Initial registration fee 250 + First year usage fees 50 (plus service tax as applicable).

Annual Usage fee of 50/- (per financial year i.e. April to March) (plus service tax as applicable).

Are there any other charges or hidden charges?

No, there are no other charges than the two mentioned above. However, if you, on your own, want to have your background checked, you may have to pay the back ground check fee to the Empanelled Background Checkers (EBC).

How to make payment of annual usage fees? What if I do not pay?

You can pay annual usage fees through the payment gateway facility made available on www.nationalskillsregistry.in or www.nationalskillsregistry.com  or if you authorize, your employer may deduct the fee from your salary and send it to NDML.  If you do not pay this fee, you will be denied access to your data in the database. However, your access rights will be resumed as soon as you pay all your arrears.

How many employers can I authorize at a time to view my data?

There are no restrictions on number of authorizations you may give for viewing your resume; however at any point of time, not more than 10 authorizations may be active. You may decide the period for which your resume can be seen by each employer; the default duration is 60 days, after which the authorization will be expired, however if you want, you can again authorize the same employer.

Will my current employer come to know that I have authorized prospective employers to view my data?

No.  Your data and access thereto are confidential.

Who are these background checking entities?  How are they empanelled?

The Empanelled Background Checking entities are selected jointly by NDML and NASSCOM. These are selected after a selection committee has examined and satisfied itself about the entity. These EBCs have agreed to follow standard verification procedures laid down by an expert group constituted by NDML.

How do I select an EBC to do background checking of my resume?  What will be the cost?

If you desire to get your background check done, you may register your request for verification on www.nationalskillsregistry.in or www.nationalskillsregistry.com.  The system will allocate an EBC from among the list of empanelled entities and an intimation to that effect will be sent to you and to EBC by email.  You may pay the prescribed fee, to EBC and get the process completed.

Can I see the observations of Empanelled Background Checkers?

Yes. You will be able to view the observations made by EBC in respect of your profile after you login to the site by using your ITPIN & login password.

If EBC’s remarks are not factually correct, how can I get it corrected?

If the remarks inserted by EBC are not factually correct, you may approach EBC or NDML. NDML, after due investigation, may overwrite EBC’s comments, if necessary.

What If I forget my login password or transaction password?

During registration process you have selected a hint question and its answer, which is known only to you. By answering this question you can reset your password.

If my ITPIN card is lost or I change my job or acquire a new qualification, will I have to apply for a new ITPIN?

There is no need to change your card if there is any change in your qualifications, employment or address. You may request for duplicate card, if your card is lost or destroyed.

Can I get my resume deleted from National Skills Registry, if I want?  What is the procedure for the same?

Yes, you can get your resume deleted from National Skills Registry by writing to NDML.
